How to practice Homoeopathy in Malaysia

Registration Guideline for Foreign Traditional And Complementary (TCAM) Practitioners 

The Traditional and Complementary Medicine (T&CM) Act 2016 (Act 775) which governs T&CM practice and practitioners in Malaysia, was gazetted on 2016 .

If you studied BHMS or PG in Malaysia you can directly practice Homoeopathy there. If you have BHMS from other countries like India, do an MSc Homoeopathy (Master of Medical Science by Research) from Malaysia – then also you can practice there without much hurdle. 

All Homoeopathy, Ayurveda and other TCAM practitioners who wish to practice in the recognised practice areas in Malaysia must register with the T&CM Council and hold a valid and  subsisting temporary practising certificate 

Current Situation
Foreign practitioners shall temporarily register with the T&CM Council and obtain a Temporary Practising Certificate (TPC) if they wish to practise in recognised practice areas in Malaysia. Each TPC will have a unique reference number and is valid for not more than twelve (12) months from the date of issuance.

TPC Application Criteria
All practitioners have to be represented by an organisation from either the government, public or private sector who will make the application on behalf of the practitioner. Applications from individual practitioners will not be entertained. The connection between the practitioner and the representing organisation has to be proven by submission of one of the following documents: 

a)  Employment contract; or
b)  Document of company establishment (if the practitioner is the company owner); and/ or
c)  Other relevant documents.

Criteria for Government Organisations
a) Government organisations that would like to hire a foreign T&CM practitioner has to provide proof of an offer letter to the practitioner signed by a member of the highest administrative management of that organisation.
b) Governmentorganisationsneedtosubmittheapplicationformandfulfiltheapplication requirements as stated in the Checklist for Application of TPC for T&CM Practitioner (Appendix VI).
c) Payment of fees shall be exempted for applications from government organisations.

Requirements for Private Company
a) It shall be an organisation registered with the appropriate authority in Malaysia (e.g: Companies Commission of Malaysia-CCM). Nevertheless, the requirements of organisation registration is subject to the respective state or local municipal council regulations (where applicable).
b) It shall have objectives of organisation establishment related to T&CM practice.
c) The premise (where the T&CM service is provided) shall be licensed by the relevant local municipal council to provide T&CM services. Providing T&CM services on a freelance basis is not permitted.

Working experience
The practitioner shall have at least five (5) years of working experience in the relevant recognised practice area calculated from the date of the qualification certificate or date of registration/practising certificate, whichever is later. 

Age
The practitioner shall be at least 27 years old at the time of application submission.

  • Copy of passport
  • 2 latest Photographs
  • Copy Basic Academic qualification 
  • Copy of academic transcript
  • Copy of Council Registration Certificate
  • Letter of good standing – Original 
  • Latest medical reports from country of Origin 
  • Copy of employment contract   

Submission of Application
One representative from the applying organisation with an address and telephone number in Malaysia (named organisation representative) shall be responsible for managing the application of each individual practitioner.
The complete application and all relevant supporting documents shall be delivered by hand or by post to the following address:

Application fee
A non-refundable processing fee of two hundred Ringgit Malaysia (RM 200.00) shall be charged for each application for an individual practitioner.

Future Perspective
A new bill regulating the TCAM is placed in Malaysian Parliament which may opens wide avenue to the TCAM doctors and the country at large
