CCH amended Minimum Standards Requirement of Homoeopathic Colleges

ghmct2012Amendment proposed in Homoeopathy Central Council (Minimum Standards Requirement of Homoeopathic Colleges and attached Hospitals) Regulations 2013.

These regulations may be called the Homoeopathy Central Council (Minimum Standards Requirement of Homoeopathic Colleges and attached Hospitals) Amendment Regulations 2014.

Major amendments

“Every collegiate homoeopathic hospital attached to a homoeopathic college shall have an operation theatre and labor room and provide facilities for the management of all types of patients including the postoperative cases for giving adequate exposure of such cases to the students in the clinical field.

However, the college may have duly executed Memorandum of Understanding (in the prescribed format with a (nearby) reputed super-specialty hospital of modern medicine) with all required facilities for management of critical patients wherein the students could gain specific knowledge in management of critical and emergency cases (if the college concern in its attached collegiate hospital does not have such facilities).

Anti-Ragging Committee
Every medical college or institution shall have a Anti Ragging Committee comprising of at least 7 members including its Chairman who shall be the Principal/Director of the Institution for ensuring all effective measures to be taken for checking occurrence of ragging in the campus of the Medical College and attached Hospital including the hostels as per guidelines circulated from time to time by the Honorable Courts, Central Council, Central Government, State Government/U.T.Government and University concerned. The Committee amongst its members shall have one member who is responsible for day to day administration of the Institution.

Starting New Colleges
“A medical college or institution seeking permission for starting BHMS/ M.D. (Hom) Course shall have the requisite infrastructure & staff as prescribed herein subject to year wise provisions prescribed in these regulations and in Establishment of New Medical College (Opening of New or Higher Course of Study or Training and Increase of Admission capacity by a Medical College) Regulations,2011.

At the time of making an application for permission for establishment of new College for BHMS Degree Course the applicant shall ensure appointment of full strength of prescribed teaching faculty in the five departments in which teaching and training has to be conducted during I-BHMS Course.

Prescribed supportive staff in Anatomy, Physiology (including Biochemistry) and Pharmacy as well as in Library shall be in place.

As soon as the first batch of I-BHMS Degree Course appear in 1st year examinations, the applicant shall ensure to appoint full strength of teaching faculty in all the subjects in which teaching and training is to be imparted to 2nd year students, in addition to the teaching faculty required for conducting I-BHMS Degree Course.

(iii)As soon as the first batch of II-BHMS Degree Course appear in 2nd year examinations, the applicant shall ensure to appoint full strength of teaching faculty in all the subjects in which teaching and training is to be imparted to 3rd and 4th years students, in addition to the teaching faculty required for conducting I-BHMS & II-BHMS Degree Course”.

Qualifications for Guest Teaching Faculty
1. Guest Professor- BHMS or equivalent recognized degree with 10 years professional standing at the minimum. Preference shall be given if a candidate has recognized Post Graduate Degree Qualification in Homoeopathy with the prescribed experience.

2. Guest Associate Professor/Reader – BHMS or equivalent recognized degree with 8 years professional standing at the minimum. Preference shall be given if a candidate has recognized Post Graduate Degree Qualification in Homoeopathy with the prescribed experience.”

3.Age for Guest Faculty- Not more than 70 years as on the date of appointment. However, it can be relaxed by the University in individual cases on merit.

Appointment shall be restricted to one Homoeopathic Medical College only at one time.

Provided that such guest faculty shall not have any claim for consideration at a later stage for appointment on full time regular basis on any post of teaching cadre

including the post of Principal in any Homoeopathic Medical College and Hospital (by whatever name called).

Provided that such guest faculty shall not be appointed as examiner by the concerned University in any course in Homoeopathy. Such guest shall also be not appointed as Guide or Co-guide in M.D. (Hom) Course in any speciality subjects.

For desirable qualification for Medical Officer, the words “as House Physician in a recognized Homoeopathic Hospital” shall be omitted, but the word “professional” shall be added after the word “year” and before the word “experience”.

CCH has failed to find a prophylactic for the poor standard /facility for clinical exposure of the students, Memorandum of understanding with other Hospitals is diluting our standards, and could be a Eye wash. All colleges should have a full fledged Homoeopathic Hospital.with proportionate Bed strength
